Description
This PR adds a bar in the header with the application's name. Clicking this link on any page (except
/and error pages) should redirect back to the expectations page. I followed the styling of the examples linked in the ADO task.What to test for/How to test
npm run dev/expectations/expectations(try this on another page to confirm)
